Is there a module available to create a custom search engine? not just keyword search..

If I have a list of data: i.e. Restaurant type, location, price range, etc..

- Is there a way or an interface a backend user can add data into each category (restaurant, location, etc)?
- And then create a search engine so that as a user I can run an advanced search based on the criteria I have selected?

Is there a existing module or a way to achieve this or where should I look?

It would seem like what you need is more advanced filtering than custom search, and also that you need to manage some kind of catalog with taxonomy... I suggest you check out the Catalog and Taxonomy extensions, those should meet your needs
